It is usually 30 days after the bill is received but some cases say you have two years to seek an assessment. If it is outside of two years, then you need to seek an application in court and pay the requisite fees before a judge at the Superior Court of Justice. Without such a Court Application or Motion, no assessment can be made and any attempt to purport an assessment is void as ultra vires. To utter such documents and purport service when no service was made would be to utter fraudulent documents and being white would not be enough to cover the criminal offense as if White people do not go to jail for committing criminal offenses against Black people but they certainly do. Go to Nova Scotia and see for yourself. There are soo many Black people there.
