The new youth crime prevention program was considered incapable of success although they were proposed valiantly by Mayor Joe Creskin; amazing! The issue is that the police services do not believe they need to understand the law and therefore they cannot understand what constitutes a crime after the retirement of any officer that served before October 1994. This is not a problem in any other city but how can you teach youth crime prevention when you do not have a police service that is committed to exemplifying and teaching this essential goal? It seems the officers intend to steal the funding for the promised youth program as they have decided they have the right to steal any real property or any personal property they want if it involves a North Western Graduate along with stealing the subway coin collection boxes that they take once a day; so we are told. This is rather unusual in the Commonwealth of Illinois.
